Protect Our Children First
KINGSTON, Jamaica – The safety and well-being of Jamaica’s children must remain one of our nation’s highest priorities. Every child deserves the opportunity to learn, grow, and participate in society without fear of abuse or exploitation. As advocates for accountability, transparency, and child protection, Voice of the Nation is calling on the Government of Jamaica to make the national Sex Offender Registry accessible to institutions and organizations responsible for the care and protection of children.
Call for Prevention
This is not a campaign rooted in punishment or public outrage. It is a call for prevention. It is about empowering schools, childcare facilities, youth organizations, religious institutions, sports clubs, and other relevant agencies with the information necessary to safeguard children from individuals who have been convicted of sexual offences against minors.
Far too often, communities only become aware of a child predator after another child has already become a victim. This reactive approach is unacceptable. Prevention must become the cornerstone of Jamaica’s child protection strategy.
Children interact daily with teachers, coaches, caregivers, volunteers, transportation providers, and other adults who occupy positions of trust. Parents and institutions should have confidence that every reasonable measure has been taken to protect those in their care. In addition, providing controlled access to the Sex Offender Registry for authorized institutions would strengthen existing safeguarding measures. It would also help reduce opportunities for repeat offending.
Call for Transparency
Voice of the Nation believes that transparency saves lives. When responsible organizations are aware of potential risks, they can implement stronger screening procedures, supervision policies, and child protection protocols. Communities become better equipped to recognize warning signs and respond appropriately.
This initiative should never encourage vigilantism or discrimination. Instead, it should support lawful, responsible, and evidence-based child protection practices that respect the rule of law while placing the interests of children first.
Jamaica has made progress in strengthening legislation to address sexual offences, but legislation alone cannot protect children if the institutions responsible for their care lack the information needed to make informed decisions. Therefore, public policy must evolve to reflect modern safeguarding standards adopted in many jurisdictions around the world.
Every school principal, daycare operator, youth organization, and community leader should have access to appropriate mechanisms that help identify risks before harm occurs. Prevention is always more effective than responding after a child’s life has been permanently changed by abuse.
Call for Expanding Access to the Sex Offender Registry
Voice of the Nation therefore respectfully calls upon the Government of Jamaica, Parliament, the Ministry of Justice, the Ministry of Education, Skills, Youth and Information, child protection agencies, law enforcement, and civil society organizations to begin meaningful dialogue on expanding access to the Sex Offender Registry for institutions entrusted with the welfare of children.
We also encourage the development of comprehensive child safeguarding policies that include mandatory background screening where legally permitted, regular safeguarding training, reporting protocols, and stronger partnerships between schools, communities, and law enforcement.
Protecting children is not a political issue. It is a national responsibility that transcends party affiliation, religion, social class, and geography. Every Jamaican has a role to play in creating safer communities where children can thrive without fear.
Voice of the Nation stands firmly with parents, educators, child advocates, and every citizen who believes that the rights of children to safety, dignity, and protection must always come first.

The future of our nation depends on the safety of our children. We cannot afford silence where action is required. Therefore, we respectfully urge the Government of Jamaica to review existing policies governing the Sex Offender Registry and consider reforms. These reforms should provide appropriate access for institutions responsible for educating, caring for, and protecting children, while maintaining due process and legal safeguards.
When we protect our children, we protect Jamaica’s future.
